This consultancy involved the preparation of two technical deliverables to support secure access to business microdata in Costa Rica. The work was undertaken in partnership with the University of the West of England (DRAGoN initiative) and commissioned by the Inter-American Development Bank for the Instituto Nacional de Estadística y Censos (INEC).
The first document (Informe sobre recomendaciones, hoja de ruta y presentación técnica) set out policy and technical recommendations, including a phased implementation roadmap, governance proposals, and capacity-building measures aligned with international best practice in secure research environments.
The second (Revisión de opciones para apertura de datos empresariales para la investigación) provided a comparative assessment of alternative access models (e.g. secure labs, remote access, licensed files), analysing disclosure risks, institutional requirements, and resource implications to inform INEC’s strategic decision-making.
