Zahra’s research focuses on understanding the drivers and constraints to effective public service delivery. Her research spans across South Asia and Africa across sectors such as education, agriculture, civil service reform, and gender. Her current research focuses on understanding the relationship between management practices and education service delivery in Ghana, impact of job allocation systems on motivation and performance  of civil servants in Pakistan, and the impact of team-based deliberation on decision-making of bureaucrats in Pakistan.
