This qualitative study is an evaluation of a basic foot care service in the City of Bristol delivered by Age UK Bristol and commissioned by NHS Bristol and the Health and Social Care Directorate of the City of Bristol. It illustrates some of the issues linked with the development of capacity in the third sector and the principles of partnership working. The intention is to scrutinise relevant policy documents and hold discussions with key informants,including service users,volunteers,staff of Age UK Bristol and public sector commissioners. The inquiry is supported by a small grant from the Centre for Markets and Public Organisation, University of Bristol, core funded by the Economic and Social Research Council. CMPO's objective is to study the interaction between the public and private sectors of the economy.
