Description

The Department of Health initiated a pilot programme to establish a number of Community Foundation Trusts (CFTs) in 2007. The aim of the evaluation is to identify the outcomes of the pilot programme establishing CFTs. The evaluation will focus on whether participants in the pilot programme, in comparison with in -house providers, will deliver:

1. an increased rate of service quality improvement
2. improved value for money

The evaluation will also seek to identify any potential adverse impacts on:

1. PCT financial performance
1. local government services

The project is being conducted by Ailsa Cameron and Will Bartlett from the School for Policy Studies, University of Bristol, Pauline Allen from the London School of Hygiene and Tropical Medicine and Virginie Perotin, Leeds University Business School.
