Most countries are required to submit estimates of their greenhouse gas (GHG) emissions to the United Nations Framework Convention on Climate Change (UNFCCC). Without accurate and comprehensive inventories, evaluating progress towards international climate agreements is not possible. However, inventory preparation is a costly and inaccurate process. We are working with government representatives, scientists and meteorological centres in Morocco, Rwanda and South Africa to develop frameworks for independently evaluating their emissions reports using atmospheric observations. Through this work, we will work with local partners to design national-scale monitoring networks, which could then be implemented if further funding can be obtained.
