Abstract

Annotated transcription, accompanied by a short introduction, to a 'book of articles' sent to William Cecil, Lord Burghley, shortly after he was made Lord Treasurer of England in July 1572. The book describes the nature and causes of frauds perpetrated in the evasion of customs duties and proposes reforms to the customs service and the law that could curtail such frauds.
