Abstract
Policy Highlights To achieve the recommendation stated in the title, we propose the following: • The European Commission should implement stricter regulations for domestic emission reduction and leverage EU Regulation on monitoring, verification, and reporting (MVR) of GHG emissions. The European Council should increase the budget for sustainable and regenerative agriculture and restorative forestry initiatives that enhance land-carbon sequestration. The European Council should revise the Multiannual Financial Framework (MFF) on novel CDR strategies and allocate funding to capacity building, and technology transfer to the Global South. The European Parliament should revisit the Renewable Energy Directive (RED) to establish safeguards and monitoring mechanisms to prevent negative impacts of BECCS projects in the Global South. Interdisciplinary collaborations for CDR strategies and governance should ensure they are not only technically viable but also socially acceptable, ethically sound, and culturally appropriate.
