Abstract
The purpose of this study is to provide backgrounding for future Project Skynet
work to improve law enforcement understanding of cyber enabled crime in the
payments sector (CCPS), specifically Card Not Present (CNP) and online banking
fraud, including identifying and acting upon those enablers having the greatest
impact now and in the future. The aim is to ensure regulation, legislation, training
and action by law enforcement, industry and consumers is aligned and focused
on areas which will achieve the best prevention, detection and enforcement
outcomes. The study provides recommendations for implementation.
