Abstract
Faced with a severe labor shortage, Quebec has recently welcomed temporary foreign workers (TFWs) like never before. This article presents their situation in the Quebec and Canadian context, the issues specific to these workers such as the “closed” permit, attached to a single employer, and their representation by unions. It highlights the tensions and contradictions arising from the notion of decent work for a company whose local workforce has tended to shy away from the difficult working conditions associated with jobs predominantly occupied by foreign workforce.
