Counter-extremism policy gone through several changes since its inception in the early 2000’s. One element that that has remained consistent however, is the criticism this area of policy has faced. This highlights a problem in need of addressing. This thesis contends there is a gap in the literature to systematically analyse the civil society organisations inhabiting the counter-extremism space. This contributes to the literature by offering a greater understanding of who occupies the counter-extremism policy space, their position within it, and the ways in which they contribute to counter-extremism policy. This is possible by adopting a mixed-methods research design which integrates quantitative and qualitative analysis. First using social network analysis to map the social relations between organisations in the policy network, followed by an exploration of the policy output of central organisations within the policy network. The main findings of this thesis highlight a contested policy terrain in which a variety, and at times opposing approaches to counter-extremism are present. Although the opposing views in the network highlight a level of criticism within the space, vocally critical Muslim individuals and organisations are not represented in the policy networks explored in this thesis, and they are arguably some of the most impacted by counter-extremism policies. Engaging with criticism from within Muslim civil society in good-faith offers an opportunity to ameliorate some of the tensions and resultant harms of this controversial policy area. This thesis aims to contribute to this process through the findings and recommendations explored through this research.
